The Routine and Emergency Coordinated Management of Public Security

The paper presents a study based on the observation of public security programme situations. Nowadays, public security management is faced with challenges such as the increase in non-traditional safety threats, high occurrence probability, obvious complex chain reactions, high security demand, vulnerable bearing systems and world-wide influences. For the new adapted requirements of public security management, this paper puts forward the concept of the coordinated routine and emergency management, which combines the routine management at normal status and the emergency management at the abnormal status based on the whole process of public security management. This paper analyzes the coordinated management system and establishes the decision-making objectives, decision-making model and constraints. In addition, this paper proposes the basic strategy of achieving the coordinated management of public security.

The Development and Comparative Analysis of Engineering Project Management Modes

Engineering project management is the whole process of project construction management activities up to the point of achieving the goals of engineering construction, which adopts the means of planning, organizing, leading, and controlling. In addition, engineering project management modes are the works of project management and the technical guarantee of project success. For the quality and efficient transformation demands of the Chinese construction industry in the process of marketization, internationalization and informatization, based on the connotation and development path of engineering project management modes, the 16 main and new kinds of project management modes both domestically and abroad are divided into trading mode, financing mode and management mode. These have led to comparative analysis and brief commentary. Finally, it will be pointed out that the engineering project management modes move throughout the whole management process, the combined model and the expansion development of financing model. This work will provide reference for project participants to choose the appropriate project management modes and better understand building company transformation.

The Fast Road of Shale Gas Development in China —Reflections on Building a Special Test Areas for National Shale Gas Development

China’s shale gas development has had a good start. It is necessary that the developers take advantage of the opportunity to make further efforts to promote shale gas development in China, in particular by rolling out a comprehensive plan on a national level. The author makes a proposal to establish a special shale gas test area in and adjacent to the Sichuan Basin as the most important way to promote the rapid development of shale gas in China. For this purpose, the author analyzes the current situation and problems of shale gas development in China, addresses the necessity and feasibility of establishing a special test area for shale gas development, and draws up the scope of this shale gas special test area of about 450 thousand square kilometers, covering Sichuan, Chongqing, Guizhou, and part of Yunnan, Hunan, Hubei provinces, and proposes the establishment of a shale gas test area in China. This consists of an overall plan, targets, and contents in 10 aspects, along with organization and implementation modes. The shale gas exploration and development in the shale gas zones is promoted vigorously by introducing special policies and innovating exploration, development and utilization model. While at the same time, the shale gas zones of continental facies in the Ordos Basin and marine-terrigenous facies in South Hubei Basin will be established. The experiences of the reform in the shale gas zones will be the good practice for the reform of petroleum organization system.

Development of New Modality Municipal Public Transportation for Guangzhou—Group Rapid Transit System as Supplementary Linkage from Guangzhou City Center to its Eastern Tourism Zone

As one of the primary business centers of China, Guangzhou has been undergoing rapid growth and expansion. Over the past decade, the Guangzhou Municipality Government has significantly upgraded its transport infrastructure, especially with the highly beneficial expansion of its Subway Mass Rapid Transit (MRT) system. Positive steps have also been taken to continue planning the construction of new roads, a Bus Rapid Transit (BRT) system and other transportation facilities. Further administrative and regulatory measures have also been implemented to control the situation, such as the banning of motorcycles from the central city area and the limitation of new automobile registrations. However, Guangzhou continues to face serious challenges of traffic congestion in and around the city center owing to further intensification of its population with economic growth. The need to ease Guangzhou’s stretched public transportation resources, and at the same time to support the realization of its “Eastward Advance” strategy, presents a unique challenge and opportunity to develop an advanced high-efficiency public transportation modality for Guangzhou, viz. the Group Rapid Transit (GRT) involving the use of automation-guided (driverless) smart-vehicles. This paper outlines the PRT/GRT (PRT: Personal Rapid Transit) smart-vehicle modality and also puts forth a proposal of Guangzhou’s first GRT route as the city’s first dedicated transportation link to the scenic landscape of the Eastern Tourism Zone. This GRT route will help in diffusing the city’s traffic congestion as well as support the effectuation of Guangzhou’s “Eastern Expansion” strategy, supplementing the ongoing expansion of the Guangzhou Municipality’s subway MRT networks.
